Head of Digital, Data & Technology (DDaT) Portfolio Delivery

Our client’s Digital, Data and Technology has delivered major change to benefit its clients in recent years and are now in their growth phase, renewing their DDaT strategy for the coming years. By digitally enhancing their user journey, they seek to establish further a robust digital infrastructure and enable innovation to further enhance the quality of their service.
The role of Head of DDaT Portfolio Delivery:
You will work closely with Head of Product Management, Head of Digital, Marketing & Communications, Head of IT, Head of BI, and many more across the business. The objective of this role is to ensure all DDaT deliveries and deployments are strategically aligned, rigorously tested, delivered on time and within budget, and fully adopted by the business. This role drives seamless execution, from small enhancements to large-scale projects and process optimisation
With a deep understanding of the technical project life cycle, its phases, and key delivery methodologies, proficiency in Agile, Scrum, DevOps, and Waterfall frameworks is essential, as is a passion for enabling change.
Required skills:
- Extensive experience in leading complex technical portfolio delivery
- Deep understanding of healthcare technology ecosystems, including NHS Digital, electronic patient records (EPR), interoperability standards (FHIR, HL7), and regulatory frameworks (GDPR, NHS DSPT, Cyber Essentials Plus, SoC).
- Expertise in Agile, Scrum, DevOps, Lean, SAFe, and Waterfall
- Proven ability to drive digital, data and technology strategy
- Experience in developing and deploying client-facing digital solutions
- Exceptional stakeholder engagement skills, including expertise in vendor negotiation, RFP processes, and procurement management through NHS Procurement frameworks, G-Cloud, and Digital Marketplace.
- Expert in demand management for DDaT initiatives, optimising capacity planning and resource allocation to align with client outcomes, regulatory compliance, and financial constraints.
- Proven experience working with data and business intelligence projects, including the development of data strategies, analytics frameworks, and the integration of business intelligence solutions and automation.
- Experience in implementing Robotic Process Automation (RPA), Artificial Intelligence (AI), and Machine Learning (ML).
- Proven ability to measure ROI on digital, data and technology projects,
- Strong project management expertise (PRINCE2 governance and integrating Agile, Scrum, and Waterfall methodologies)
- Expertise in Agile product development, including strategy, user stories, backlog management, development, QA, and launch.
- Flexibility to work outside core hours and travel as needed for critical projects and meetings.
- Establish and embed effective PMO practices across the team
- Knowledge of working with NHS, CCG or CQC or healthcare environment
- Project Management Professional, Certified Scrum Master, PRINCE2 Foundation/Practitioner, Agile Certified Practitioner
